MOTOR CAR PARKING.
FEES MAY BE CHARGED. CHRISTCHURCH PROPOSAL. FOLLOWING MELBOURNE. (By Telegraph.—Own Correspondent.) CHRISTCHURCH, this day. The by-laws committee of the Christchurch City Council is considering the introduction of a by-law such as operates in Melbourne, under which motor parking privileges arc available to persons on the payment of fees. The Melbourne by-law provides for parking places with officers in charge for certain hours. The fee is fixed at 1/ a day, with a provision for season tickets at the rate of 5/ for one week, fl for a month, £3 for three months. £5 10/ for six months, and £10 for 12 months.
The solicitor to the Municipal Association, Mr. J. O'Shea, has given his opinion that the Christchurch City Council has power to make such a by-law. "Motorists seem to think," he says, "that they have a. right to park their cars in the streets of the city, and particularly in streets not much used for traffic. In my opinion there is no such right. The streets are meant to be used for the purpose of traffic and not for the storing of cars. A motor car left unattended in a street is an obstruction to traffic, and if it is left, without permission of the council, for a period longer than is required for the purpose of picking up or setting down passengers, or for receipt or delivery of goods in the ordinary way, it is, in mv opinion, an abuse of the right to use the street for traffic purposes."
The, reason why moths fly against a candle flame is because their eyes can only bear a very small amount of light. When, therefore, they fly within the light of a candle their sight is overpowered and their vision confused, and as they cannot distinguish objects they pursue the light and fly against the flame.
