The Disarmament Commission commenced a discussion of the Rus.*inn 50 per cent reduction in naval armproposal. General Longovoi said the Soviet'.* project aimed at greater reduction by the bi;» Powers which were capable 'if becoming more aggressive militaiilv than the smaller Powers, who-e armaments were purely defensive.
"We provide for the abolition or bombing 'planes and dirigibles, the limitation of the size of motors in aeroplanes in order that tliev may be purely defensive and also limit the industries capable of producing <ras, chemicals and bacteria for use in war.
'■finally we provide for the international control for the purpose* cf establishing disarmament. The pr<>posalprovide for the complete abolition of tanks and heavy artillery, the suppression of naval aircraft carriers and the gradual replacement of battleships by 10.000-ton vessels within thirteen year*, the abolition of poison gas in warfare and the curtailment of military budgets,"' he said.
