DELINQUENT YOUTH.

AND CHILDREN'S COURTS.

NEW SOUTH WALES MINISTER

TO VISIT NEW ZEALAND

(By Telegraph.—Special to " Star.") WELLINGTON, this day. The Hon. D. Drummond, New South Wales Minister of Education, intends leaving Sydney on April 5 for Wellington on a holiday tour. He will take advantage of his visit to investigate the New Zealand system of dealing with delinquent youth, and hopes to inspect tha Borstal Institution at Invercargill. The care of youthful delinquents in N.S.W. also is under the jurisdiction of the Minister of Education, though in New Zealand the responsible Minister is the Hon. T. M. Wilford, Minister of Justice, who has opportunely circularised stipendiary magistrates to secure their views on the operation of Children's Courts, a matter in which Mr. Drumn.ond has indicated he is particularly interested.

The Hon. H. Atmore, Minister of Edu cation, who has been in close touch with the visiting Minister, will receive him on arrival, and make arrangements to provide all the information required regarding the work of the child welfare branch of the Education Department and the Children's Court system.
