Government Paper Foreshadows New Constitution. DICTATOR WILL RETIRE.

General Primo de Rivera, "will order a national plebiscite to be held to submit to the country the draft of a new constitution. Also to be submitted are bills covering Parliamentary elections, so that when Parliament meets the King will have 4»x) men from whom to choose a ■Government without relying on General de Rivera. The paper says the Dictator will voluntarily retire, as he considers, after having held the Dictatorship so long, he would not have the political suppleness necessary to govern under ordinary constitutional conditions.
