PARALYTIC STROKE.
JUSTICE HIGGINS SUCCUMBS. (Received 11 a.m.) MELBOURNE, this day. Justice Higgins of the High Court of Australia died suddenly from a paralytic stroke at his home at Droniaiio. Hie age was 78. He had been in pood health. lie is survived by his widow, his only sun having been killed at the war.
Tho Hon. Henry Bournes Higgins, Justice of the High Court of Australia, was born at Newtonards, Ireland, in 1851. He received bis schooling; at St. Stephen's Green, Dublin, and graduated at the Melbourne University. He arrived in Australia in February, 1870, and was called to tho Bar in Victoria six years after his arrival in the Commonwealth. In 1886 he was admitted to the Bar of the Inner Temple. He was elected to the Legislative Assembly as member for Geelong in 1804. and re-electrd in 1897. remaining a member till November. 1900, when be lost his seat through his condemnation of the Boer War. Throughout his career, both political and legal, lie was a recognised authority on equity and constitutional law. He was a member of the Convention of 1807-98. which framed the Commonwealth Constitution, but was opposed to the Federal Enabling BiU. He held a seat in tho House of Representatives for Northern Melbourne from 1001-1006. when he was appointed a Justice of the High Court of Australia. He was Federal Attorney-General in Watson's Labour Ministry in 1904, though not himself belong'ng to the Labour party.
