Hoover May Try To Woo
Latin America.
ACKNOWLEDGED ILL-FEELING.

A proposed goodwill visit by Mr. Herbert Hoover on a United States battleship to South America before his inauguration, is considered to be one of the most important diplomatic moves ever undertaken by an American Presi-dent-elect. There are few precedents for such an undertaking. The plan emphasises that there is growing in America a knowledge of the necessity for bettering relations with Latin America. Embargoes placed by the United States on Argentine meats, fruits and corn have engendered considerable ill-feeling in that Republic, and unquestionably have endangered the American market for manufactured goods. The United States has never held a favoured position on the South American market, and Mr. Hoover's visit, it is considered, will be preliminary _ to an expansive movement by American manufacturers to compete with British and German' producers for South American trade.
