PERMIT WRONGLY REFUSED.

CHRISTCHURCH, this day.

Mr. Justice Adams ruled to-day that the Waimairi County Council is not empowered to refuse a permit for th» erection of a shop in a residential suburb, tinder section 34 of the Town Planninsr Act.

The judge held that town-planning schemes were strictly related to the development of cities and boroughs and that the Act distinguished between'town and regional planning.
