FORMATION OF NEW CLUBS.

'"It may be well to issue a note ot >varning with reference to the formation of new clubs," said the president (Mr. H. F. Nicollj in his syldress at the Trotting Conference to-day. "This conference will welcome new clubs in any district, because so long us they are well managed they will tend to popularise trotting and provide training grounds for green horses; but it should be elearlv under stood by the promoters of such club: that it is useless for them to establish a club, and then commence an agitation for a totalizator license.
*'\\ e are t«>-dny short of about twenty licenses for the existing clubs, and, until those have lieon supplied, it would only be umler very exception;)! conditions that this conference would recommend a new club for one. We have a considerable number of clubs racing at the present time on one or two (lavs of the vear only, clubs, whose population and environment, conjoined with the enthusiasm and ability of the officials, make them well worthy of an extra davV sport, and we all know how very difficult it is for such clubs to carry on.
