Lithuania Appoints Its
President.
GIVEN PARLIAMENT'S POWERS.
(Australian and N.Z. Press Association.) LONDON, May 27. The Kovno correspondent of the British United Press Association says tht Lithuanian Government has issued a decree proclaim -
ing a dictatorship vested in the President, General Antanas Smetona. All the powers formerly e.v.rc-ised bv Parliamen. have been transferred to him. In future the latter will a c cnly in an advisory capaeity. Ministers will b«j appointed solely by l. the President and
will be responsible to him. Also, for the election of members of Parliament, the franchise is to be Imited to men over the age of 25. A startling change is that Vilna is proclaimed as the capital of Lithuania. The Opposition declares that the decree is illegal.
