The Premier of New South Wales. Mr. 1. R. Bavin, in the course of his presidential address at the annual conference of the Nationalist party. >aid his Government was preparing a farreaching scheme of financial reform. It would affect both the form and the substance of public finances. Ho hoped it would enable the taxpayer to understand without difli, uity the actual position of the public finances and to realise the actual cost of carrving on the great public services.
