WANTS RELATIONS RESUMED? (Received 11 a.m.) GENEVA, November 20. It is believed the main object of Soviet participation in the Disarmament Conference is a desire to get in touch with Britain again with a view to the resumption of diplomatic relations. The deputy-Commissar for Foreign A%airs y Litvinoff, and Admiral Behrens will head the Soviet delegation, which will consist of 11 persons.
