RUSSIA AND FRANCE. French Challenge Statement Of Litvinoff. THE SOVIET PROPOSALS. (By Cable.—Press Association.—Copyright.) I (Received 2 p.m.) PARIS. September 23. M. de Monzie. president of the French committee which is negotiating the settlement of the FrancoRussian debts, has published the correspondence proving the untruth of the pretension of Litvinoff, the deputy-Foreign Commissar in Russia, that an agreement nad been reached and showing that the Soviet in ilarch laid down their final conditions of settlement. 11. de Monzie replied that they were no different from the former offers. He twice requested that new proposals should be made, but without effect. M- de Monzie admits that ne agreed to the principles on which a possible settlement could be reached, including the annual payment by the Soviet ol 60,000,000 gold francs, but the Soviet's insistence in large commercial credits nullified the agreement, while compensa tion for sequestrated properties was noi considered.
