Subjects For Conference At ' Blackpool. LORDS REFORM SCHEME. (Received 10.30 a.m.) j LONDON, August 18. The 27th annual Labour party conference at Blackpool will consider a resolution in favou. of a surtax on incomes over £500 per annum in order to enable the abolition of taxes on necessaries, the development of social services, reduction of the national debt and also demanding better efforts to grapple with unemployment. A resolution will also be discussed opposing the Government proposals for the reform of the House of Lords, urging the abolition of boards of guardians leaving the maintenance of the aged, widowed, fatherless, disabled and unemployed to national schemes. A further resolution prohibits Labour leaders from writing for the capitalistic Press.Nearly 100 resolutions are on the agenda. There is a change of front in the case of the capital levy. It is explained in the appendix that the capital levy is less advantageous to-day than five years ago, hence the proposed surtax will affect those who would have paid the levy in its original form.
