The Family Endowment Bill was read a second time in the Legislative Council, but during the committee stage, Mr. Ashton moved an amendment which would have the effect of excluding most workers who are above the basic wage. This amendment was carried by 29 votes to 24. Mr. Willis announced that he did not intend to proceed with the measure as the amendment-practically killed the bill. The absence of many Labour members from the sitting provoked bitter comment by their colleagues.
