EFFICACY OF TROOPS.

LABOUR'S INTERFERENCE. LONDON, February 18. The Chinese situation was dealt with by the Secretary of State for the Dominions, Mr. L. C. M. S. Amery, in a speech at Hackney. "The Cantonese, aided by Russian machine-gun instructors and advisers," he said, "heavily defeated the Northerners. "The defeated rabble and the elated victors may soon be pouring toward the centres which British enterprise has built up. "This would have resulted in the possibility of looting, plundering and massacre at Shanghai if the Government, i foreseeing this danger, had not sent ! troopg to protect British lives and pro- ! perty." Mr. Amery said it was not the Government but a Labour clique, who sent telegrams as though they were in charge of the Foreign Office, who had interfered in Chinese affairs.
