Mr. Wakatsuki said his Government was strongly in favour of Mr. Coolidge's proposals for a reduction,in naval armament*. The Cabinet was not hesitating about whether to accept his invitation to a conferencc. hut it was simply studying the American memorandum for the purpose of forwarding to Washington a properly worded reply. "Our attitude in this matter of disarmament is not ambiguous nor cloaked in diplomatic technicalities," said the Prime Minister. "We ut ready to discuss disarmament a t any fair and equitable confcrcnoe in any placc in the world. "Japan is not now, nor has the boon, arming for war with any country in the world. The figures regarding the strength of our army and our navy are open to anyone.'"
