ADVICE TO SPAIN. PARIS, January 30. A curious suggestion for the solution of Spain's problem in Tangier has been offered by M. Coty. the millionaire scent manufacturer, in his newspaper "Figaro."' He says that if Spain really wants the key to one of the gateways into the Mediterranean Sea, what more natural way is there to get it than by recovering Spanish Gibraltar?
