INDEPENDENCE WANTED. U.S. INVESTIGATION. (Received 11 a.m.) WASHINGTON, December 23. A postponement of the extension of absolute independence to the Philippines, and a grant of further autonomy in the administration of internal affairs as the situation may warrant, is recommended in the report of Mr. Carmi Thompson (ex-Treasurer of the U.S.), who was commissioned by the President, Mr. Calvin Coolidge, to conduct a special investigation of the Philippine question. The Philippine Islands, situated in the Malay Archipelago, between Japan and Borneo, were ceded to the United States by Spain by the treaty of peace concluded in 1899. The Governor-General, who represents the sovereign power of the United States, is the chief executive of the Islands, the secretaries of departments under his control being Filipinos. Agitation for autonomy is continuous.
