KAISER MINDS HIS PENCE.

CAN'T AFFORD DECORATIONS. AMSTERDAM, October 16. A municipality, in connection with its jubilee, asked the ex-Kaiser to contribute to the decoration of Kaiser Wilhelm Street, named in his honour during his visit to Holland in 1916. Wilhelm replied from his home at Doom that he was not in a position to comply with the request, as his limited means must be devoted to the relief of the greatest* need in Germany. The street will, nevertheless, be adorned.
