AUCKLAND BILLS.
FOUR PARLIAMENTARY MEASURES. PILOTED BY CHIEF WHIP. (By Telegraph. — Parliamentary Keporter.* WELLINGTON, Tuesday. The Auckland Electric Power Board Amending Bill to be introduced by Mr. J. S. Dickson (Parnell) makes provision for registering a charge where fittings are installed. Under provisions of the existing Act, the board is at liberty to instal electric fittings in premises at the request of occupiers, and the cost of fittings and installation constitute a charge on the property, but there is no provision enabling this charge to be registered. Inasmuch as the charge is a statutory one, it consequently takes precedence to even registered mortgages. Grave injustice might be done should an innocent purchaser take over a property subject to a charge of which he has no notice. Consequently the board has not exercised its power to assist consumers. The Auckland City Empowering Bill also to be introduced by Mr. Dickson, relates to the validation of expenditure by the Auckland City Council in respect of motor omnibuses, and the validating of arrangements respecting the laying of pipe lines for conveying oil to certain streets of the city. The Bill' will make lawful the provision for the expenditure of money (out of a loan of -28,000) on the acquisition of motor omnibuses and garage accommodation. The loan was raised in 1923 for development of the City tramways. The Auckland Provisional Water Board Bill, which is also in Mr. Dickson's hands, provides for a provisional board of Auckland suburban local bodies procuring an expert report concerning the best means of water supply for their areas. The Auckland Harbour Board Empowering Bill, which the member for Parnell will introduce, contains purely formal provisions affecting harbour improvements.
