PARIS, June 20.
The failure of M. Herriot to form a Cabinet was due to the inability of members of the intended Cabinet to agree in regard to a financial policy. After informing the President, M. Doumergue, of his inability to form a Cabinet, M. Herriot declared he had formed a plan for financial rehabilitation, permitting the simplification of a system of taxation and reduction of excessive taxes, but setting aside for a sinking fund the exceptional resources or inherited and acquired wealth.
He conferred all night long successively with members of the prospective Cabinet, following several refusals of portfolios, and finally gave up the task.
M. Briand has agreed to form a Cabinet.—(A. and N.Z.)
