This has happened on more than one occasion, so that the unfortunate people are forced to cool their heels on the Bayswater wharf till the return of the boat. Sir.--An even more farcical position than before hits arisen in the bus and tram" tight in this, borough. 'Hie Borough Council—all pro-tramway in sympathies —are the licensing body. The busowners :ire told they can go to the Appeal Board. The Appeal Board consists of the Mayor of the borough, who is chairman with a casting vote, a director of the Tramway Company, some outside neutral, and the busowner. What chance has the biiFowner of the square deal promised by the Premier? The situation is absolutely Cilbertian, with the Mayor .as Lord High Executioner and the rest of the Appeal Board Lord High Everything else. Poor busowners! Their chance is not worth considering.—l am, etc., RESIDENT.
