A special vote will be submitted to Parliament for the administration of the grant and this will be entrusted to the Under-Secretary of Dominion Affairs, assisted by a Commission consisting of representatives of the Dominions' Office, the Treasury, the Ministry of Agriculture, the Scottish Health Department, and members nominated by the Secretary of State in consultation with the chairman of the Imperial Economic Committee.
