INDIAN REFORMS.
NOT TO BE HURRIED. EYES ON SWARAJISTS. CALCUTTA, February 22. Replying to a motion in the Council of State, demanding great acceleration in the granting of political reforms, the Government stated that, although the political atmosphere had improved, there was as yet no satisfactory evidence of unambiguous goodwill. The Secretary of the Home Department (Mr. Crerar) said the Government had considered the debates in the two chambers and the resolution passed at Cawnpore. Xothing of material consequence had occurred to justify the Government's changing its decision.
So long as the reforms were not functioning in the two provinces, and the Swarajists continued to describe the reforms as camouflage, conspiracy societies would be formed. The measures essential to the administration would not be accepted as lons as there were no conditions to justify the Viceroy's requesting the British Government to decelerate the holding of the Royal Commission.
The mover of the resolution was Mr. Sothna, a moderate, and not a Swarajist. He claimed that there should be a recognition of the spirit of co-opera-tion. He said that even the Swarajists now had a much-modified attitude towards obstruction.
The general public of Tndia will watch with interest whether the Swarajists in the Assembly will carry out their threat to vacate their seats. The motion was rejected without a division.
