ECONOMY.
The Prime Minister lias frankly expressed his uneasiness about the country's financial position, -so it is no surprise to read that he is appointing a special committee of departmental heads to report on departmental expenditure. A similar committee was set up five years ago, and as a result of its investigations expenditure was reduced, and improvements in control of finance adopted. Mr. Coates' decision is welcome. There is always a danger of departmental expenditure.getting out of hand. It is the habit of departments to magnify their own importance. A criticism we would make, however, is that the committee should not be confined to civil servants. It should include one or two business men, and at least one experienced accountant. The Civil Service is in a sense a world of its own, and civil servants are not always the best judges of their own methods. It does the service good to be ventilated periodically by a wind from outside. We criticised the composition of the committee of five years ago on this ground, and we repeat our comment to-day. We acknowledge the reforms in business methods that have been introduced of late years, but we still think it would ,be a good thing to have methods.
