POLAND'S HOPE DEFERRED. MUST WAIT TUX SEPTEMBER. LOXDOX. February 21. The Paris correspondent of the "Observer' say it seems taken for granted that Poland must abandon the hope of securing a permanent seat on the League. She is not likely to obtain even a temporary seat until' the September assembly of the League. Notwithstanding assertions from Paris to the contrary, it is learned on high authority that Sweden and other Scandinavian countries have informally notified the League that they are determined to emphatically dissent from the admittance in March of any new members to the Council of the League except Germany, pending a reference of the whole question to the Assembly in September. Then- Germany -will be abie to participate in the discussion on the admittance of Spain. Poland, and Brazil. As one dissentient would "tv sufficient to veto the admittance of ness- members to the Council.
