A PLAN FOR SETTLEMENT. WASHINGTON, January 22. A message from Wilkesbarre, Pennsylvania, states that a new plan for the settlement of the anthracite coalminers' strike was placed before the men and the operators. It was accepted by the latter. The reply of the miners to the proposal has not yet been received. —Renter.
