THE GERMAN COMPLAINTS. REPLY BY FRENCH PREMIER. (Received 2 p.m.) PARIS, January 20. According to "Le Journal," M. Briand has replied to the representations of the German Ambassador (Herr yon Hoesch) in regard to the strength of the Allied forces in PJiineland, stating that there could at present be no question of reducing the strength of the French forces in Rhineland, and pointing out that since December 1 last the French troops have been reduced by about 20.000 men, while the Belgians and the British had reduced their forces by only one regiment and one battalion respectively (Reuter.)
