PROTECTION OF FOREIGNERS. ,'.. JAPANESE IN PERIL. (Received 12.30 p.m.) TOKYO, November 29. The War Office considers that the present normal forces—one division and four railway guard battalions—in Manchuria are adequate, though these will be/reinforced if the protection of lives and property of foreigners should necessitate.such a step. Dispatches received by the Foreign Office from Manchuria state that Japanese citizens are forming volunteer companies for self-protection, but the Government has ordered all citizens to observe strict neutrality. —(A. and N.Z.)
