According to "Le Journal," Marshal Foch's report on German disarmament, which the Conrcrcnce of Ambassadors will examine to-morrow, declares that the German Government recently made undoubted efforts to comply with the military clauses of the peace treaty, especially with respect to war material! but secret reorganisation of the general headquarters staff of the police continues, which practically amounts to doubling the effectives of the Reichswehr and secret societies, evading the clauses dealing with the teaching of children. "Le Journal" forecasts the possibilN ties of an announcement of an early evacuation of Cologne in order to prove the Allies' loyalty to the spirit of Locarno, but the maintenance of interAllied military control. — (A. and N.Z.)',
