HOUSES DISAGREE.
N.S.W. FOEITICAE TIFF. THE PREMIERS CHALLENGE. SYDNEY, October 14. There was a political sensation to-day, the State Legislative Council, by 30 votes to 20, negativing a vital residential clause in the Local Government Act Amendment Bill. L T nder this it was proposed to confer the Parliamentary franchise on all adults with three months' residence in any shire or municipality. Mr. A. C. Willis, vice-president of the Executive ' . ouncil, thereupon moved to report progress. The action of the Upper House ib a practical acceptance of the challenge thrown down by the Premier, Mr. J. T. Lang, to pass the Government bills or take the consequences in the shape of the swamping of the Council and later of its possible abolition. The Government's next move is awaited with interest, but it will probably be delayed pending a disclosure of the attitude of the Legislative Council toward certain other Government measures. Mr. Willis later gave notice of the introduction of a bill to provide for the appointment of women to the Upper House.—(A. and N.Z. Cable.)
