DELEGATE FLIES TO BERLIN.
AN AGREEMENT IMMINENT.

The German delegate, Dr. Kempner, returned to Berlin by aeroplane to report to Cabinet on the present position of the conference, also to see President yon Hindenburg, who is keenly interested in the conference. Dr. Kempner expected to return on Friday with the German Cabinet's views on arbitration treaties and the eastern frontiers, to which attention is now being directedHerr yon Stresemann and Count Skryzinski had an hour's interview this morning. It is understood that Polish and Czecho-Slovakian circles are convinced that a settlement will he reached. It is stated that an agreement is probable on the following basis:— Germany to enter the League under ordinary conditions, but to allay German anxieties the Allies to make a declaration investing in the Assembly of tbe League the sole right of interpreting the Covenant, and recognising that the contribution of any State called upon to enforce decisions of the League in the event of war shall be proportionate to its means. A message, via Berne, says the main difficulty in regard to Germany's entry into the League has been overcome. A communique says the conference continued a general discussion on the questions raised by the participation in the Covenant of the League of eventual signatories to the security pact. A request for supplementary explanations formulated by the Germain delegates, gave rise to an exchange of views between the various delegations which caused the work of the conference to progress toward the adoption of a satisfactory solution' of the point under examination.— (Reuter.)
