It is really a measure for the r benefit of European countries. Up to .' now they, being" bound by the Conven--5 tion rules, have been unable to increase ' their charges. Australia, and New Zear land did so some years ago, and Europe 1 is merely following suit. In any case it 3 is permissible, and not compulsory; and 5 as both England and America are op--5 posed to alteration, this suggests that r they will not adopt it. In that case 5 there will be no increase in the two 1 countries with which New Zealand does *•, most business.
