NO DIPLOMATIC RELATIONS. (Received 11 a.m.* LONDON, July 12. The Brussels correspondent of the "Times" says that rumours of an early resumption of Russian-Belgian diplomatic relations are dissipated by M. van der Velde, the Foreign Minister, who is returning from Paris, where he conversed with 11. Krassin. He stated that M. Krassin keenly desired resumption, which he suggested should precede an examination of the present difficulties. M. van dcV Velde dissented, and told him that before relations couid be resumed. Belgium's Russian interests must first be guaranteed.— ("Times.")
