MANIPULATING MARKETS.
FLUCTUATIONS IN PRICES. (Received 11 a.m., WASHINGTON", May 14. The Secretary of Agriculture announces that there has" been wrongful manipulation of the wheat market, but definite evidence upon which to base convictions has not so far been found. An investigation, says Mr. Jardine, would clearly show that wide fluctuations, due primarily to heavy trading, were limited to a number of professional speculators. Likewise their operation? were facilitated by large public participation after material advances had occurred in January.
