DRY ARMADA'S VICTORY. \ I A WEEK'S BLOCKADE. I NEW YORK, May 13. The United States Government claims that the "dry" fleet of patrol boats has effectively stopped the illicit liquor traffic off the east coast. The blockade lasted a week, during which the liquor vessels were not able to obtain supplies, and only one small boat succeeded in running the gauntlet. Many of the liquor craft are now dispersing to seek other inlets. Five have already appeared off San Diego, Call- • fornin, and others have landed their cargoes nt Hilifax. I The most interesting feature of the j oamnnign. however, is the report that t the blockade has been so successful that ' the eastern liquor traffickers have now turned their attention to the Pacific Coast. Numerous liquor ships have already unsuccessfully attempted to outmanrpuvre the Snn Francisco coastguards. The latter have been civon orders to shoot to kill if their cutter is fired upon. Precautions are also being taken aeainst the expected flood of liquor from the Canadian border, which has decreased since the Atlantic traffic grew more extensive. (Received 12.30 p.m.) TOKYO, May 13. The Foreign Ofiice is negotiating a liquor treaty with America similar to that of Britain, permitting search of Japanese ships outside territorial waters. Japanese ships will be allowed to carry lhjuor conditionally in American waters. The treaty does not apply to the Philippines.— (Router.)
