THE THREE-PARTY SYSTEM. AND MINORITY RUI-E. LIBERAL M.P.'s VIEWS. {By Telegrapa.— Special to "Star.") .WELLINGTON, Tuesday. • Dr. W. A. Chappie, formerly M.1 , ..f0r Dumfries in the House of Commons, and for some years prominent in New Zealand politics, arrived in Wellington by the Maheno from Sydney to-day.. Dr. Chappcl is paying a visit- to New Zealand before returning to Australia to stud}' two important questions, the -working of the arbitration methed in ■settling industrial disputes and the system of preferential voting. He believes Australia has first-hand information to give on this subject. The Dominions, he believes, are good political 'laboratories, as the results there ■achieved are a guide to politicians in Great Britain, where the problems "are mot as near solution as in these Do-
•minions. The three-party system in 'Britain, in the opinion of Dr. Chappie, means minority rule, which is a negation .of democracy. At present there are ; 124 minority members in the House of Commons. In his opinion there is not the slightest possibility of Socialist forces regaining power in Great Britain. .•The present Government, he states, was
elected on a "stunt" issue by terrorising
.•the electors into voting for a safe and Jstable Tory administration, but there Jwas. no doubt of the intention of the •Baldwin Government to advance .the {cause: of' social legislation, and to put tin a record for five years, along broad, if not advanced and liberal lines, in order to justify another period of office. ' The surge in mind and heart of Britain was a surge towards Liberal ends. There were no Tories and no Socialists " 'in the Liberal ranks, but both Mr. Baldwin's party and the Labour party were "■•charged with Liberals, who dominated
