A NEW RAILWAY.
BETTERMENT SYSTEM APPLIED.
(By Telegraph.—Special to "Star.") WELLINGTON, this day.
The Minister of Railways will turn the first sod of the Hutt Valley deviation near Lower Hutt on April 10. It is intended not to proceed with the whole duplication, which ultimately will form a loop leaving the main line near Lower Hutt and rejoining it seven miles further north near Silver .Stream. The first portion, which will tap a large area of flat suburban land in Hutt borough, is to be three miles long, and is being constructed on the! betterment system. The Government, prior to consideration of the scheme, oVned several large areas of land bought for workmen's dwellings and settlements. These were recently added to by purchases made on the basis of options obtained l*efore the Government's plans were disclosed. The Government intends to subdivide this land when the railway is built, and apply the profits towards the cost of construction.
