COUNCILLOR'S OLD RUBBISH TIN. COSTS HIM THIRTEEN POUNDS. (By Telegraph.—Press Association.) BLENHEIM, this day. Stating that Mr. William Joseph Humphreys had been guilty of contumacious obstinacy and conduct ill-becoming a borough councillor, in declining to observe a borough by-law, which compels householders to provide themselves with a regulation pattern of rubbish tin, Mr. T. E. Mauusell, S3L, to-day lined Humphreys £10 and. costs totalling £3 6/.
