It R&kovsky, the Soviet Charge fJJl*.uas, in a letter to Mr. Austen Chamberlain, Secretary of State for Foreign Affaire, regarding the recent remarks of Sir W. Joynson Hicks, Home Secretary of Stutc, on the ZinovicfT letter, says in the interests of truth and with a desire to aid investigation, the Soviet Government is prepared to guarantee the unhindered departure from Russia of the person who supplied the Government with the document. — (A. and N.Z. Following is a vital extract from tho JBnovieff letter, the whole- of which contains about 1000 words:— "Armed warfare must be preceded by ll struggle against the inclinations to £ompromise, which am embedded among the majority of British workmen against the ideas- of evolution and peaceful extermination of capitalism. Only then will it be possible to count on complete ■access of an armed insurrection. It would be desirable to have (propagandaagitation) cells in all the units of the troops, among factories working on munitions, and at military store depots. The military section of the British Communist party further suffers from lack of specialists, the future directors of. the British Red Army. . . . It is time you thought of forming such a group." Mr. John Wheatley, formerly Minister of Health in the Mac Donald Cabinet, speaking at Glasgow, said h- was afraid the Baldwin Government's policy was making direct for war against Russia. If any attempt was made to launch • war against Russia be would devote hie life to appealing to British workers not only not to join in fighting, but £o utilise the opportunity to. attack British capitalism. He warned Labourites that the Free Trade and Protection conflict was merely between rival sections of capitalists, not vitally affecting tho workers.—(A. and NX Cable.)
