TROOPS LEAVE GERMANY. BERLIN, October 22. Reports from Dusseldorf state that the French troops evacuated Karlsruhe arid •Mannheim without incident.— (Reuter.) UNQUENCHABLE ARROGANCE. The "Daily Mail's" Cologne correspondent says that when the French troops evacuated Mannheim Castle a horde of Germans entered and hoisted the Baden colours and. sang "Deutschland Über Alles."—(A. and N.Z. Diplomatic circles in London have been informed from Coblenz that the German and Allied experts agreed to the withdrawal of certain pledges, including the abolition of the Customs between occupied and unoccupied Germany, taxes on coal and -coal products, export and import taxes," and the restoration of the control of State forests to Germany. This constitutes part of the gradual evacuation of the Ruhr promised at the London Conference.—(Reuter.)„ .
