JAPAN TURNING TO RUSSIA.
EFFECT OF U.S. EXCLUSION. WILLIAMSTOWN (Mass.), Aug. 29. Speaking at the Institute of Politics, Yusukii Tsunimi, a young Japanese Liberal, said that America's Japanese exclusion legislation had resulted in a desire in Japan to fall back on Asia. I "The Restriction Bill," he said, "tends to drive a wedge between Labour and Liberalism and turn Labour more toward Russia. Japanese Labourites are saying the Act proves the folly of cultivating sentimental relations with America and the importance of entering into close and binding relations with Russia with a view to the development of mutual economic interests of the mainland. "Already Labour leaders declare that British and American democracy is an illusion, hiding ruthle33 capitalism. Thus it becomes difficult for Liberals to convince the hardened Nationalist that America sincerely desires peace with Japan."
