LABOUR AND RUSSIA.
THE IMMACULATE SOVIET. OTHER SIDE PRESENTED. JUSTICE AND DEBTS. (By Cable.—Press Association.—Copyright.) (Received 2 p.m.) LONDON, September 5. The newspapers comment on the significance of the Labour party's decision .an ext ensive platform campaign beginning September 14 in favour of the Russian Treaty. It is suggested that the party fears the extent of the opposition of the Liberals and Conservatives to render ratification in October doubtful, and that in that event may appeal to the country. The Association of British. Creditors of Russia passed a resolution urging Parliament not to ratify the treaty, on the grounds fails to provide adequate compensation for losses and injury to British subjects, and grants the Soviet unjustifiable and danjrerous privileges.—(A. and N.Z. Cable.) The Trades Union Congress agreed to empower the General Council, through the International Federation of Trades Unions, to take all possible steps to bring together the different elements of the Labour movement in Europe in an effort to establish solidarity which would, make for world peace. The president said that communications had been received from France, Italy and Germany showing that the Continental nations were looking for a lead to Britain, where unity was most firmly established. Therefore it seemed to be incumbent on the British Government to take steps to consummate this desire, and thus fulfil its great destiny.
