-"RIME MINISTER'S PLAN. GENEVA, September A. Mr. Mac Donald raised the veil from his disarmament plans in addressing a party of journalists. He suggested a Court of Arbitration, the constitution of which should ibe decided between the various Governments. He said he w-as convinced that America would participate in an ad hoc conference on disarmament. This conference should be held in Europe, possibly at Geneva. In the meantime the American plan for disarmament would be referred to the League's committee for examination. —(Reuter.)
