MOSCOW'S PLANS.
———— m FOR WORLD-WIDE REVOLT. DELEGATION'S SECRET LETTER. A secret document containing Moscow's latest plans for stirring up world revolution is published by the " LokalAnzeiger," which states that it is the translation of a letter sent by ZinoviefF, President of tlie Petrograd Soviet, to an important member of the Russian Embassy in Berlin. The letter was discovered by the police on the premises of the Soviet Trade Delegation. The following passages should prove of interest: — (1) It is absolutely necessary to keep in view the aim of carrying out' the proletariat revolution in Germany. I Thfe French, Polish, Austrian, Czeeho- i Slovakian, and Russian sections of the , Internationale, as well as the German, j must prepare for active interference in I the affairs of Germany. > (2) The work of creating a great Communist Party iii England must be the task of the whole Internationale. (3) The thorough support of American and Japanese Communists is a question of extraordinary significance. (4) The Labour movement is growing in Poland. All that is needed is the most far-reaching assistance for j Polish Communists. (5) The revolutionary movement in j Bulgaria in the year 1023 was only the | beginning of a great revolution in the j Balkans. A movement embracing all j the Balkan lands must be created. (C) More attention must be given I to revolutionising the East, the Colon-! ied, and native lands. The success of | world revolution depends to a great I extent on one revolution. J (7) Special attention must be given I to the Internationale of youth. The ! movement among the young must be supported because the future of the whole Internationale depends on it. The document contains instructions for members of trade unions. " The principal thing," writes Zinovieff, " is iron dis- i cipline and the spirit of obedience to orders from Moscow." —= i
