R. 1\ Bollard has charge, provides the method by which ratepayers and all other persons inter- . ested may have full prior information i, both as to the purpose of proposed I minor local legislation and as to the J^ actual legislative method by which ] effect is to be. given. to such proposals. < Under- the hill a local authority desir- j ing specific empowering legislation on ; its behalf is required to submit its pro- j posals in concrete form to the Minister of Internal Affairs for consideration by i the. Government.
