NEW FRENCH CABINET.
M. MARSALS CHOICE. MESSAGE FROM PRESIDENT. PARIS, June 9. M. Francois" Marsal has virtually completed the constitution ci his stop-gap Cabinet. He takes the Premiership and portfolio of Finance. Other■ selections are: -M. Lefebre dv Prey, Foreign Affairs; M. Magiuot, War; M. de Selves, Interior. All the members belong to the national bloc, and almost alt of them were members of M. Poincare's Cabinets. It is understood that the President's message to Parliament, a draft of which he has communicated to the prospective members of the Cabinet, states that the determination of the new majority in the Chamber of Deputies to cut short his seven years' tenure of the Presidency amounts to a coup-de-force, and a violation of the Constitution. He asks Parliament to state by an unequivocal vote whether it sanctions such a dangerous precedent. M. Millerand asserts that he has acted constitutionally throughout his Presidentship. It is considered to be a foregone conclusion that the Chamber of Deputies will vote against M. Millerand, and it is expected that a new President will be elected by the National Assembly at Versailles on Friday. That being the case, M. Herriot's Cabinet would thereupon be formed. The general impression is that M. Marsal's Government will only be a prelude to M. Millerand's retirement. This will be rendered necessary if tbe Chamber and the Senate both refuse to accept M. Marsal's justification for M. Millerand's attitude.—(A. and N.Z.—Renter.)
