Tie "Times" states that information has been received in London to the effect that a treaty to avoid and prevent conflicts between the American States has been signed. The signatories are the United States, Venezuela, Panama, Uruguay, Ecuador, Chile, Guatemala, Nicaragua, Brazil, Colombia, Cuba, Paraguay, the Dominican Republic, Honduras, the Argentine, and Haiti. The treaty is the outcome of the PanAmerican Conference held at Santiago last year. It provides that disputes ■which, have been impossible to settle in the ordinary way shall be submitted to a specially-constituted commission. The findings of the commission, however, are not to be considered judicially binding.— ("Times.")
