RUSSIA AND CHINA.
RELATIONS RESUMED. PEKING, March 14. Acting under instructions from the I President (Tsao Kun), the Cabinet I decided to sign within a week an agreeI meat with Russia covering the principles of lull resumption of formal relations. The agreement will allow China to redeem the Chinese Eastern Railway, and provides for joint control until the purchase price is paid. Russia agrees to evacuate Mongolia and renounce extra-territorial rights. Tsao Knn'a desire to obtain the Russian Boxer indemnity is regarded a3 an important cause of his eagerness to resume relations.— (A. and X.Z. Cable.)
