PEERS IN POLITICS.

MARQUIS' WARNING. TOKYO, January 27. The Marquis Tokugawa, making his first address in 10 years in the House of Peers, astounded his Conservative colleagues by a heated attack on the Government. He declared that the present state of politics threatened to precipitate a revolution because of the excessive representation of the peerage in tho Kiyoura Cabinet. He added that he would seek to persuade the Ministry to resign. The Marquis Tokugawa's speech caused visible discomfiture to his cousin. Prince Tokugawa, who was presiding, but it gained the support of many peers. — (A. and N.Z. Cable.)
